Act this weekWhat happenedStarting November 1, 2026, WhatsApp Business bills per delivered message across a whole conversation, including replies from agents and bots.
Who is affectedBusinesses using WhatsApp Business for support, order updates or sales, including Zoho Voice customers, who are billed directly by Meta.
What to do- 1Pull your service message count from WhatsApp Manager to get a baseline.
- 2Subtract 1,000 free messages per business number and apply your market rate.
- 3Check Meta's rate card for your markets, since rates can change each quarter.
- 4Combine short replies into one message and cut bot replies that add little.
From November 1, 2026, WhatsApp will bill businesses for every message they deliver in a conversation, not just the one that opens it. Replies from staff count. So do replies from automated bots. A long back-and-forth with a customer now has a price attached to each message.
What changed
The template that opens a conversation is billed, and so is every reply after it. That includes replies inside the 24-hour customer service window, the period that opens and resets each time a customer messages you.
One conversation can carry several charges. A marketing template, two bot replies, an agent reply and an order confirmation add up to five delivered messages and five separate charges. Each message is billed under one category only, never twice.
What is free
- Messages that customers send to you.
- The first 1,000 service messages per business phone number each month.
- All your replies within 72 hours of a customer arriving through a Click to WhatsApp ad or a Facebook page button.
The 1,000 free messages apply to each number separately. Numbers do not pool their allowance, and unused messages do not carry over to the next month.
Where the bill can grow
Chatty replies cost the most. An answer split across four short bubbles costs four times as much as the same answer in one message. An agent who sends "Hi," then "Let me check," then "One moment," then the answer has sent four billable messages.
Bots are the biggest unknown. A flow that acknowledges every customer message can use up 1,000 free messages quickly. Once the 24-hour window closes, reaching a customer again takes a template. If that template is marketing, it costs several times what an in-window reply would have.
Service messages are priced like utility messages in the customer's market, with no volume discounts. Utility templates keep their discounts. At high volume, a plain service reply can end up costing more than a utility template.
Who pays and how
Zoho Voice customers are billed directly by Meta, through their own Meta Business Manager and a prepaid line of credit. Zoho Voice adds no markup. Zoho notes that handling WhatsApp and calls in one console can mean fewer hand-offs and fewer clarifying messages.
What to do next
The steps in the alert box above show how to estimate your new monthly floor. Check Meta's rate card for your markets before building a budget, because Meta can revise rates at the start of any quarter.
The takeawayBefore Nov. 1, count your WhatsApp service messages and cut short, low-value replies, since every delivered message now costs money.
