The Office of the Comptroller of the Currency (OCC), a federal bank regulator, is urging community banks to build payment stablecoin services. It posted the message on X on Monday, Oct. 26. A payment stablecoin is a digital coin meant to hold a steady dollar value. The push comes days after the agency finalized its rules for issuers.

What changed

The OCC's final rule sets standards for reserves, redemption, custody and risk management. In plain terms, that covers the money backing the coins, how holders cash them out, how assets are kept safe, and how issuers manage risk. The rule puts the GENIUS Act, enacted July 18, 2025, into practice. It takes effect on Jan. 18.

The OCC said interested community banks should consider applying to become a permitted issuer, or to have a subsidiary become one. It tied the invitation to its Community Bank Comeback effort to tailor supervision for smaller banks.

The rewards question

The rule leaves an opening for crypto platforms to offer stablecoin rewards. That sets up a contest over returns that could affect the cost and availability of bank loans. The OCC will look at each rewards arrangement individually. Programs that existed before the law are not automatically treated as compliant.

What is still unknown

  • Which community banks will apply to issue stablecoins.
  • When customers might see these services at their local bank.
  • How the OCC will rule on specific rewards programs.
The takeaway

Your local bank may eventually offer digital dollar payments, and how regulators treat stablecoin rewards could affect what you earn and what loans cost.
