Microsoft will keep Claude AI chats inside Europe for EU customers

Microsoft says Claude AI models in Copilot will process data inside the EU by the end of 2026, so European businesses can use them without sending data abroad.

Microsoft says that by the end of 2026, European customers will be able to use Anthropic's Claude AI models in Copilot while their data stays in Europe. Until now, some organizations had to weigh access to Claude against Microsoft's regional data promises. Microsoft says that choice is going away.

What changed

Claude is an AI model made by Anthropic. It already works inside several Copilot tools, including Chat, Copilot in Microsoft 365 apps, Copilot Cowork and Copilot Code. The news is where the work happens. Processing for Claude will move into what Microsoft calls the EU Data Boundary, the same area where customer data is already stored.

The EU Data Boundary is Microsoft's commitment to store and process data for Microsoft 365 and other online services inside the European Union and the European Free Trade Association (EFTA). For eligible Microsoft 365 customers, it is part of the contract. No opt-in or extra purchase is needed.

Who it affects

The change applies to organizations in the EU and EFTA countries. Microsoft points to regulated industries and the public sector, which often have strict rules about where data can be handled. Claude will join other models, including ones Microsoft runs itself, that already process data inside the boundary.

Microsoft also says Claude in Copilot is covered by its enterprise data protection. It states that customer data is not used to train the generative AI foundation models, which are the large systems behind tools like Copilot.

What to do

What an organization needs to do depends on where it stands today:

  • Already using Claude in Copilot: nothing. Processing moves into the EU Data Boundary automatically once available.
  • Not using Claude yet: it is off by default in the EU and EFTA.
  • Admins can turn it on any time in the Microsoft 365 admin center.
  • They can enable it for all users or only selected users and groups.

Employees cannot switch Claude on for themselves. Someone in charge of the company's Microsoft setup makes that call.

What is not known yet

Microsoft gave a deadline of the end of 2026, not an exact date. It says it will share more details as availability gets closer. Microsoft also notes that companies wanting tighter control can keep Microsoft 365 data at rest in their own country. That option, called in-country data residency, is available in 10 countries in the EU and EFTA.

The takeaway

European businesses on Copilot can use Claude with data kept in the region by end of 2026, but an admin has to switch it on first.
